Five to seven members, activated only in defined circumstances of instability.

Administration, operations, program execution, and record maintenance.
The House of the Steward
All individuals within the family lineage belong to the House of the Steward:

The House represents continuity of lineage. Membership does not guarantee authority. Leadership shall be based on alignment, discipline, and capability — not entitlement.
A Temporary, Not a Permanent, Authority
The Council consists of five to seven members and is activated only under the following conditions:
- Incapacity of the Steward
- Absence of a designated heir
- The heir is a minor
- Direct threat to institutional continuity
The Council shall stabilize governance, protect institutional structure, and facilitate succession if required. All actions require a supermajority. The Council shall not assume permanent authority, and its authority ends upon restoration of continuity.
