Continuity Hall has not yet been established as a physical structure. This page reflects its constitutional purpose and protections now, so that when the Hall is built, its governance is already settled.

The Hall shall serve as the secured home of the Assembly's permanent archive.

The seat of the Tree of Light Ceremony, Continuity Gatherings, and daily institutional operations.

A protected institutional asset, preserved in alignment with the mission of continuity and record-keeping.
A Protected Institutional Asset
Continuity Hall shall not be sold, transferred, or encumbered in any manner that would compromise its purpose or remove it from service to the Assembly, except under extraordinary circumstances necessary to preserve the long-term continuity of the institution.
Should relocation, restructuring, or replacement ever become necessary, the Assembly shall ensure that the functions, records, and symbolic continuity embodied by Continuity Hall are preserved without interruption.
All decisions regarding Continuity Hall shall be guided by the principle of permanence, stewardship, and institutional continuity above short-term financial or operational considerations.
