Preamble

The Light of the Crown Assembly is established as a permanent spiritual and institutional body dedicated to continuity, stewardship, and preservation.

It exists to maintain a structured and enduring institution across generations, integrating spiritual purpose with disciplined governance, cultural preservation, and historical continuity.

The Assembly recognizes that continuity must be preserved not only through leadership, but through memory, record, structure, and spiritual alignment.

The Assembly shall operate as a faith-centered institution committed to the preservation, advancement, and protection of the Black community through order, discipline, and long-term vision.

Purpose and Mission

The Assembly exists to:

  1. Establish and preserve a continuous institutional and spiritual legacy
  2. Maintain structured stewardship across generations
  3. Develop, protect, and expand the Living Record as a permanent archive of Black history and contributions
  4. Strengthen the Black community through scholarships, charitable initiatives, and economic support
  5. Build long-term cultural, financial, and institutional stability
  6. Maintain a disciplined spiritual foundation that reinforces continuity, purpose, and responsibility

The Assembly exists not for temporary activity, but for enduring impact.

Identity and Principles

The Assembly shall operate under the following principles:

  • Continuity over disruption
  • Discipline over disorder
  • Stewardship over ownership
  • Non-hostility in posture and conduct
  • Long-term thinking over short-term gain

All decisions, actions, and structures must align with preservation of the institution.

Structure of the Assembly

The Assembly shall consist of the following components:

  • The Ceremonial Steward
  • The Designated Heir of the Assembly
  • The House of the Steward(s)
  • The Council of Continuity
  • The Office of Assembly Affairs
  • The Royal Treasury Trust
  • The Living Record
  • Continuity Hall

Each component serves a defined role in preserving continuity and institutional stability.

Authority of the Ceremonial Steward

The Ceremonial Steward serves as the central authority of the Assembly. The Steward shall:

  • Hold final authority over the direction, vision, and institutional development of the Assembly
  • Designate the successor, titled the Designated Heir of the Assembly
  • Appoint leadership roles and institutional officers
  • Serve as Guardian of Continuity
  • Protect and oversee the Living Record
  • Maintain oversight of Continuity Hall

The Steward does not own the Assembly, but is entrusted with its protection, preservation, and continuity.

Article V-A — Residence and Duty of the Steward

The Ceremonial Steward shall reside within or upon the grounds of Continuity Hall. The Steward shall remain in proximity to the Living Record, maintain direct oversight of the institutional archive, and serve as the physical and symbolic protector of continuity.

This residence requirement reflects duty and responsibility, not privilege.

Succession and Continuity

Section 1 — Principle of Continuity

All succession decisions shall prioritize institutional stability, continuity, and alignment with the Assembly's purpose.

Section 2 — Designated Heir

The Ceremonial Steward shall designate one successor at a time, titled Designated Heir of the Assembly. The heir must be a member of the House of the Steward.

Section 3 — Order of Succession

  1. The Designated Heir of the Assembly
  2. The next eligible member of the House of the Steward
  3. Only in the absence of any viable successor within the House, a successor selected by the Council of Continuity

Section 4 — Eligibility Standard

All successors must demonstrate alignment with the Assembly's mission and principles, discipline, stability, and capacity for leadership, and commitment to preservation of continuity. Lineage alone shall not override these requirements.

Section 5 — Minor Heir

If the Designated Heir is a minor, the heir shall be formally recognized, the Council of Continuity shall temporarily stabilize governance, and the Office of Assembly Affairs shall continue operations. Full authority transfers upon maturity.

Section 6 — Incapacity

The Steward shall be considered incapacitated only if medically unable to perform duties, legally declared incapable, or permanently absent or unreachable.

Section 7 — Transition

Authority transfers immediately upon death or confirmed incapacity. No external approval shall be required.

Section 8 — Irremovability

The Steward shall only vacate the role under confirmed incapacity or voluntary abdication. No political, internal, or external mechanism shall remove the Steward.

Section 9 — Voluntary Abdication and Steward Emeritus

A Ceremonial Steward who voluntarily relinquishes the office after honorable service may, at the discretion of the Assembly, be recognized with the honorary title of Steward Emeritus. Such recognition shall honor faithful service but shall not confer governing authority unless specifically delegated under this Constitution. Upon abdication, authority shall immediately pass to the lawful successor.

The Assembly may provide reasonable housing, healthcare, financial support, security, or other provisions to a Steward Emeritus, consistent with its financial capacity, institutional purpose, and applicable law. Such support shall recognize faithful service and shall not constitute personal enrichment.

House of the Steward and Lineage

Section 1 — Definition

All individuals within the family lineage shall belong to the House of the Steward.

Section 2 — Titles

The official naming structure shall be: Ceremonial Steward; Designated Heir of the Assembly; Siblings of the Steward — Steward of the House, [Name]; Children of the Steward — Son of the Steward, [Name]; Daughter of the Steward, [Name].

Section 3 — Function

The House represents continuity of lineage. Membership does not guarantee authority. Leadership shall be based on alignment, discipline, and capability — not entitlement.

Council of Continuity

Section 1 — Structure

The Council shall consist of five to seven members.

Section 2 — Activation

The Council shall only be activated under the following conditions: incapacity of the Steward; absence of a designated heir; the heir is a minor; direct threat to institutional continuity.

Section 3 — Authority

The Council shall stabilize governance, protect institutional structure, and facilitate succession if required. The Council shall not assume permanent authority.

Section 4 — Voting

All actions require a supermajority.

Section 5 — Duration

Council authority is temporary and shall end upon restoration of continuity.

Office of Assembly Affairs

The Office shall manage administration, operations, program execution, institutional coordination, and record maintenance.

Treasury and Financial Governance

All assets belong to the Assembly and shall be managed through the Royal Treasury Trust. Funds shall be used for Continuity Hall, the Living Record, Programs and initiatives, Steward support, and Institutional operations.

Article X-A — Steward Provision and Support

The Assembly shall provide for the Ceremonial Steward to ensure uninterrupted service and stability, including housing within or associated with Continuity Hall, financial support sufficient to sustain full-time dedication to the role, and operational support, staff, and security as required.

Compensation Structure: Compensation may be provided as salary, provision, or structured support. The form of compensation shall be determined by the Assembly. Compensation is not a personal entitlement, but a function of sustaining the role. The Steward shall not rely on external employment that conflicts with institutional duties.

Steward Continuity and Sabbatical Provision

The Ceremonial Steward may enter periods of temporary absence for rest, reflection, strategic planning, or personal necessity, without forfeiting authority or position. Such periods shall be recognized as continuity leave and shall not be interpreted as incapacity, vacancy, or abdication of responsibility.

During any such period, the Steward may delegate limited operational responsibilities to the Office of Assembly Affairs or other designated officials, while retaining full institutional authority. No action shall be taken to alter leadership, initiate succession, or reinterpret authority during an approved period of continuity leave. Physical absence shall not constitute institutional absence.

The Assembly may provide reasonable and necessary support to the Ceremonial Steward during periods of continuity leave, including housing, travel, security, and related expenses, to the extent such support directly serves the continuity, stability, and effective functioning of the institution. Any such support shall be structured in accordance with the Assembly's mission, shall not constitute personal enrichment, and shall be consistent with applicable standards governing nonprofit and religious organizations, including principles of reasonableness and institutional purpose.

Healthcare and Well-Being

The Assembly may provide or arrange reasonable healthcare benefits, medical insurance, dental and vision coverage, disability protection, mental health support, and other wellness benefits for the Ceremonial Steward and, when authorized by Assembly policy, eligible members of the Steward's household. Such benefits shall be provided to preserve the Steward's ability to fulfill institutional duties and shall be administered in accordance with the Assembly's financial capacity, applicable law, and the principles of reasonableness and institutional purpose. Such support shall not constitute personal enrichment but shall be recognized as an institutional provision necessary for continuity.

The Living Record

The Living Record is the official archival body of the Assembly. It shall preserve records of Black history and notable individuals, maintain institutional records and decisions, and serve as a continuously expanding archive. It shall be protected, secured, and preserved permanently.

Continuity Hall

Continuity Hall shall house the Living Record, serve as ceremonial and administrative center, and represent the physical embodiment of continuity.

Continuity Hall shall be held as a protected institutional asset of the Assembly and shall be preserved in alignment with the mission of continuity, record-keeping, and ceremonial function.

The Hall shall not be sold, transferred, or encumbered in any manner that would compromise its purpose or remove it from service to the Assembly, except under extraordinary circumstances where such action is necessary to preserve the long-term continuity of the institution. In the event that relocation, restructuring, or replacement of the Hall becomes necessary, the Assembly shall ensure that the functions, records, and symbolic continuity embodied by Continuity Hall are preserved without interruption.

All decisions regarding Continuity Hall shall be guided by the principle of permanence, stewardship, and institutional continuity above short-term financial or operational considerations.

Programs and Community Impact

The Assembly shall operate scholarship programs, grants and funding initiatives, community development efforts, and cultural and historical preservation programs.

Ceremonial System

Section 1 — Tree of Light Ceremony

The Tree of Light Ceremony is the central ritual of the Assembly. It shall symbolize continuity, growth, and endurance, and be performed at monthly gatherings and major institutional events. Structure: a tree shall be present, a candle shall be lit, participants shall gather in a circle.

Section 2 — Steward Oath

The Steward shall take an oath affirming protection of the Living Record, preservation of continuity, and service beyond personal interest.

Section 3 — Heir Declaration

The Designated Heir shall be formally declared and recorded.

Section 4 — Living Record Induction

Individuals entered into the Living Record shall be formally recognized.

Section 5 — Continuity Gatherings

Monthly gatherings shall include the Tree of Light ceremony, institutional updates, and reinforcement of purpose.

Conduct and Representation

All representatives shall uphold discipline and integrity, maintain spiritual alignment, and protect the reputation of the Assembly.

Leadership Alignment and Removal

All individuals serving in appointed or operational roles within the Assembly shall maintain alignment with its principles, discipline, and institutional purpose. The Ceremonial Steward retains the authority to appoint, reassign, or remove individuals from any role where alignment, conduct, or effectiveness is no longer consistent with the standards of the Assembly, in the interest of preserving continuity, stability, and institutional integrity.

Participation in the Assembly

Participation in the Light of the Crown Assembly shall be open to individuals who align with its mission, principles, and purpose. Participation does not confer governance authority, ownership interest, or decision-making power within the institution. The Assembly may recognize, organize, or engage participants in support of its mission, but all institutional authority shall remain vested in its established leadership structure.

Amendments

Amendments require approval of the Ceremonial Steward and supermajority confirmation by the Council.

Interpretation Clause

Non-Interference with Institutional Authority

All provisions shall be interpreted in alignment with: continuity, preservation and institutional stability. No internal or external individual, group, or body shall interfere with, override, or attempt to assume the authority of the Assembly outside of its established structure. All authority within the Assembly shall operate solely through its defined leadership, governance, and continuity systems. Any attempt to disrupt, bypass, or undermine the institutional structure shall be considered a violation of its foundational principles.

In the event of ambiguity, interpretation shall favor the protection, endurance, and integrity of the Assembly over any temporary or individual interest.

Legal and Spiritual Status

The Assembly operates as a spiritual institution aligned with 508(c)(1)(A). Leadership is ecclesiastical and internally governed.

Institutional Structure

The Assembly operates through the Assembly (spiritual body), the Royal Treasury Trust (financial arm), and the Office of Assembly Affairs (administrative body). Assets remain separate from individuals.

Institutional Ownership and Stewardship

All assets, properties, records, intellectual property, and resources associated with the Assembly shall be held in the name of and for the benefit of the Light of the Crown Assembly as an institution. All such assets shall be managed, preserved, and utilized solely in furtherance of the Assembly's mission, continuity, and long-term institutional purpose.

Seal of the Assembly

The Tree of Light crest shall serve as the official seal of the Assembly.

Emergency Continuity

In the event of disruption: the Council shall stabilize, the Office shall maintain operations, and continuity shall be restored without interruption.

Perpetuity and Preservation

Institutional Continuity and Dissolution

The Assembly is established with the intent of perpetual existence. No action shall be taken to dissolve, dismantle, or materially weaken the institution except under extraordinary circumstances where continuation is no longer possible. Any such determination shall require the direct authority of the Ceremonial Steward and shall be guided by the principle of preserving continuity to the greatest extent possible.
